The first thing that I did was duplicated the background layer and to that layer added a radial blur filter. I used the zoom feature of this filter and a value of about 60.This of course blurred the whole photo; so I added and mask to this layer and by using a soft edged brush I painted black on the layer mask where I didn't want the blur( the heart shaped center).Black blocks the filter in any area you want to be sharp. I then added three gradient layers, using black to transparent gradient. You get this by making black your foreground color and choosing the Foreground to Transparent gradient. The first layer I darken from bottom up to about 1/3, then the same for the right side of the photo and lastly the top left hand corner. I then adjusted the amount of darkening with the opacity slider for each of the layers. Next I used a curves layer to increase the contrast; this is done with a typical s curve. Finally a Hue Saturation layer to intensify the colors.
