Confessed killer Ralph "Bucky" Phillips is escorted to an arraignment

last November in Chemung County Court in Elmira, NY. Phillips, now

serving life for the killing of one New York State trooper and the

wounding of two others, led police on a four-month chase through the

mountainous region of western New York and Pennsylvania. That manhunt

is discussed in a recent report of an internal state police

investigation.
