I did a figure skating shooting last winter, out of curiosity. What I did, once I noticed that there is not enough light, was that I deliberately underexposed about 1..2 stops, shot RAW and push processed those missing stops while converting from RAW to jpg. This way I got both the ISO and the exp. time into an acceptable range I wanted about ISO800, 1/250, f/2.8-f/3.2. Yes, there was noise, but there are tools for removing it (e.g. NoiseNInja). I can't really see much room for jpg-shooting in this kind of lighting. The extra four bits that RAW has over jpg gives so much more latitude for both exposure and white balance.

Another thing that annoyed me was the background. Seats, reflecting plexiglass, commercial adds on the side fence. Thus, I decided to remove that all in Photoshop for the best shots (see here.)
