An experiment with Photoshop.

Replaced sky with "Render Clouds", created three copies of the image and created a highlight version, a midtone version and a shadow version then selectively combined them with masks. Added a final "Brightness/Contrast" layer with an oval mask.

I modified the heck out of this image just to see how far I could get by starting with a really crappy image. It turned out better than I'd expected.

Chris, great experimental results for the foreground!! But the clouds look fake, in terms of shape and color. It might be better just tune levels/curves.

You turned a yawn of a photograph into a work of art. The sky looks off. I didn't notice it at first, because I was so focused on the beauty of the foliage and the wet-slick asphalt. But in reading the comments, my attention was drawn to the sky and I tend to agree. The picture is strongest in the foreground and up along the ridge line it weakens out. Nonetheless, my initial uncritical reaction was to find this a rather stunning photograph.
