Thanks for the input - I'm not sure of their whole story, but I believe these are part of the local grandmothers for peace group who were in attendance at the September 2005 war demonstrations in San Francisco, USA. They had just positioned themselves ahead of the advancing growd of several thousand protestors. Within minutes of this shot being taken, the corner was overrun with people.
