This photo has potential. However, you have to fix the foreground, since it is out of focus. Cropping it out would be the best solution. Here is how I would enchance this photo(see the attachment below):

- added more colour

- selectively added contrast to the foreground

- cropped out the unfocused part

- added sharpness, so the remaining unfocused parts disappear completely

- added a warming filter, I think the colours harmonize better

- darkened the sky a bit with "highlight" option in Photoshop

Of course, you don't have to agree with me :P Only stating my opinion.
