I rate it high. Why, because you did multiple things well. 1) Caught a fleeting, yet meditative moment. 2)Nice cropping/framing. 3) I like the patterns of buisy with the ground, then solid with water, buisy with the buildings and then solid with the sky.

You might need to upgrade your camera with shots of that quality, because it seems as though there is some dynamic range missing by no fault of your own.
