Gear down, full flaps. You can also see that he is extending his "wing slat" on the right leading edge. I learned from a wildlife expert that these are essential for slow flight. A hawk he was showing had a nerve palsy and lost the ability to extend this on one side, so couldn't hunt. Very nice photo.
