Yes, in my opinion they do. If she were flat on her feet, this shot would be very boring. I'm actually not a big fan of the on toe thing either, but it's either that or heels... and heels just don't work in this shot. Bare feet aren't my first choice however.

I love this!!! The model is (for lack of a better word) perfect! The lighting is great, and the posing is excelent. I particularly like the way her hands nearly touch her (perfect, perfect, perfect!) thighs.

 

My only suggestion is that becuase her heels are not aligned I think it would be better to have the body a bit off-centered, to the left.
