I like this. The slow shutter and flash work well together.

 

However the photo does suggest that the lady is 'looking for business.' May I ask if that is what you intended?

Slow shutter means there's movement in the image, be it the subjects movement or the cameras movement (panning, dragging) There is no movement in this image (NONE) Sure this was probably taken at maybe 1/60 (not very slow when used with flash on a non moving subject) to expose the neon signs in the background and a 550 set on e-ttl (so you don't have to worry about the flash diration) the flash lights and freezes the already still subject (freezes because the flash over powers the ambient) so basically anyone could take this shot. You don't need to act like you did anything special by saying you used slow shutter because photographers that use remote lighting look at it and laugh!(I know I did)

Slow shutter allows for ambient background to expose. I'm sure there is plenty you can read about it. Movement and motion don't have a thing to do with it.
