Very original. I would love to know how you did this.

I maked a picture of a not moving car.

In PS I selected the wheel and used the circular blur function.

I inversed the selection.

Than I used little squares in the Filter function and after that I blured horizontal, so the squares become these special lines and gives the car the moving look.
