Very interesting, Howard.

It's really great how the attention first is drawn to the glowing water spray, then suddenly the viewer finds the homeless person in behind the frog. After this, the title makes more sense. You already described it all but you shouldn't have said that.. Let people discover it themselves... Great shot :)

As a, "street," you've succeeded, IMHO. I would be tempted to crop off a bit off the bottom however. Based on that category, my hat's off to you.
