Coin Park

My reaction to this image has not quite formulated but there are three elements that pretty much capture my attention: the chain, the lock and the yellow sign. Because of where I live, the word "Coin' in french translates to "corner' so this could be a "Corner park".

Aren't all meters pretty much coin parks? Your car leaves, but your money stays.

Jack, one reason that I don't write so much is that there is so much to write about, and this one works on so many levels that I won't even try to begin.  Finally, though, it has a sort of enigmatic mood which for me is very appealing in addition to being puzzling.
