Billboard appears to be on City property. Don't see that very often.

In cities and towns where there is no meaningful opposition party, many things are possible :-)

Eldorado, Kansas has not much to improve upon. Low unemployment, low crime rate, no pollution, little traffic. Lots of parks and recreation centers. "Protestant Worth Ethic". Family values of yesteryear. Great place to raise kids. What would an opposition party oppose or fix?  State school budget is about all that comes to my mind at the moment. I heard said that the reason people in Kansas make an art of being nice to one another is because there is nothing else there to do.
