This photo made me smile every time I scrolled by it, so I figured I really needed to stop and comment. I like it a lot, and am amazed that you were able to have your subjects stand still long enough for them to remain mostly sharp while your exposure was long enough to blur the water so beautifully. I love the pink hats. From a strictly esthetic point of view, I'm ambivalent about the graffiti at the top--it has the positive effect of introducing reds elsewhere in the frame, but it has the negative effects of pulling attention from those wonderful hats and introducing a discordant element that detracts from the serenity of the scene. If it were my photo, I'd probably try editing to tone down the graffiti so I could compare the image with and without and then decide which I preferred (which you may have already done) (and by toning down, I'd probably just partially desaturate the red at that particular location; cropping wouldn't work since the top of the waterfall is so important). But the image as it is now could also be interpreted as four people paying homage to a symbol of peace in a peaceful place, in which case the graffiti plays a starring role. So which way you take it would depend entirely on your personal objective for the image. The motion blur on the left arm of the left person is slightly distracting, but not a big problem. If you wanted to lessen it, it's possible to clone a line of dark inside the outer margin of the arm to make it read as a solid sleeve. A delightful picture, and I'm still smiling every time I look at it.
