Looks like you blurred the background in post but the edges around the figure look like Christmas tree lights. At first I thought it was kind of cute, but after a couple seconds viewing it doesn't work for me.

You'll have to work harder than that to define the outline of the subject; the transition to the blurred background is truly horrible.

Looking beyond possible technical issues, to me the outlining of this gentleman's head and upper body gives the image a surrealistic feel and look.  You may not have had that intention, but then I don't mind serendipity at all.

I see you tried a little tone mapping here. But, it is the man's expression, which shows the connection to the artist and viewer, that makes this image. Nice work.
