I have two possible explanations for this image's appearance.  (1) The man is walking so fast that no shutter speed could capture him more sharply.  OK, forget about (1).  (2) He is trapped in some sort of netherworld where everything - repeat, everything - is fuzzy.  Yet the difference between this world and the one we share is merely a difference in degree of fuzziness.  Perhaps that's your point.
