The overall mood here is somber to me, Jack, although I have no idea what he was thinking as he walked down the street in the obviously cold wind. One may surmise that he was sad, but in fact we both know that he might have been very happy.

 

We capture these moments to try to stop time, but we typically don't know the "back story."  We only see what is on the surface.  We can write our own narrative, but there is always the question of whether it corresponds to anything in reality.

 

I do like the picture.

With all due respect, Lannie, I must disagree. The only elements that possibly might have led you to describe the mood as somber are the position of the man's head and the wire and wood fencing.  I see them as emotively neutral.  The man's head is facing down to ward off a cold wind.  And, for all we know, he simply is traveling from one location to another.  Perhaps he's a pilgrim of sorts, or perhaps he's just heading home after getting some shopping done after work.

 

What I like the most about the image is a simple contrast.  The man is the only dynamic element in the scene.  The rest is static.
