I'm not sure who is responsible for the look on this man's face - his campaign manager, Sam; or the photographer who shot his portrait.  It seems like he's displaying intense anger or perhaps intense annoyance.  Perhaps he never really wanted to serve as mayor and was "motivated" to do so.  In any case, he really has a daunting job.

PS  The facial expression is amazing, as is your treatment of it.
