These great parallel lines reinforce for me that the water is about a meter above the ground, and holding there. But you have to want to see that fact, unlike the more common scene of the mostly submerged car where it's undeniable and somehow boring. It's a huge volume of water behind those bags-- huge. I feel its release would be extremely violent.
