This is the first time I have seen a shot like this with background blur apparently made with the panning technique ...... on WALKING subject.  Some technical info would be helpful for the viewer to understand how this one was made ...... so successfully.  Very nicely composed and even more impressive when viewed 'Larger'. The exif info (1/30 sec, f/8) do not illuminate your logical question.

It's more luck, or coincidence rather than elaborate technique (definitely not post processing).

It's an old photo (2012) but i do remember this was taken from inside a very slowly moving car, in the opposite from the woman direction. So 1/30 was (luckily) enough to freeze the woman and the opposite directions of the two movements( panning - car) blurred the background more than the "expected"

There's luck and then there's luck. Cartier-Bresson was famous for saying "it's all luck" but then luck smiles on the prepared. It was essential that your pan caught her absolutely in focus and you did.

Thanks for going the extra mile on the details.  Makes it more interesting with a back story. I also agree with Jack.  In fact one of my strong beliefs is "Luck is Good". (as long as one doesn't depend only on it)  :-)  Best, Len.
