It looks like a road test vehicle where the manufacturer doesn't want anyone to focus on the shape and lines of the not yet released vehicle.  Just a guess, although it just as well could be an eccentric owner ;-)... Mike

Mike and Michail: the big advantage of this unique decoration is, in my opinion, that every time the owner of this LandRover comes from the supermarket looking for the car at the big parking area, he (she) may see easily where it is...(LOL). Thanks for your comments! Best regards!
