I don't know how you get this effect, the man and his bird of prey seem almost embossed on the background clouds as if they were standing on the very highest point of a mountain. It's an intriguing photo.

Well, we were up on a ridge with clouds at eye level off in the distance. No trick there. However, you may also be talking about "my" version of the Orton Effect. This causes an image to somehow be soft and sharp at the same time. Very labor intensive in the film days (needed two negatives). If you search it on the net you will find all kinds of instructions on how to achieve it in Photoshop. I have taken to getting most of the way there in RAW by sliding down the clarity and upping the sharpening.
