For BW to work especially for things such as this you must get as wide a tonal range as possible.  This one simply lacks completely the upper light range(s).

I love this series of arches.  It's very clean, with no distracting reflections, and similar tones of paint, all of which add to the abstract quality.  It reminds me of the many other arches you have shown us in your architectural shots.

I think this works well in B&W and does not require the upper parts of the tonal range, as Jake suggested.  The lines of the photo are stark enough, that if you made the cars bright white, it would be too much.  This is a nice abstract - you've used a common scene and worked it to your advantage.
