Looks like more "used Tire Fenders" on the rear! Those look like very well worn military type tires or possibly even some sort rubber piping!

 

What I really like here is the "License Plate" holder!

The fenders were fabricated by the owner;basically a split plastic pipe inserted in the round bar frame as a temporary measure to get legal and secure a registration certificate.Some premanent units are in the works.Yes,the JerryCan plate holder is innovative and works good here.Again,thanks for looking in and for the write.
