That "Clock Tower" looks like many that can be seen in some of the "Town Squares" of many Midwestern U.S. small towns. Usually the local Courthouse.

I haven't noticed many with a body of water near by though!

I'm guessing that the water here is probably part of some sort of Canal system. That machinery looks to be some sort of Draw Bridge apparatus.

The clouds really add to the overall scene!
