There is a portion of a roof in the upper right corner of the frame which definitely shouldn't be there.

Everything in this shot appears to be of roughly equal importance which effectively makes them all equally unimportant.

The main point I'm getting at is, if the photographer doesn't know what the primary element of an image is, the viewer won't either.  There is a little girl, a fountain, a bird house, a palm tree, some grass, some sky and a building and a half and none of them are made to stand out from the others.
