Your title gives me little to go on in terms of "what and where" this is.

Unfortunately the larger view brings to the fore, a rather dirty sensor as well as a clear buoy.

The colouring throughout is something I cannot immediately put my finger on, although I can say that it is not natural light, more an in-camera situation.

For me, it not a pleasant image......... to be honest.
