In my place ,during Ramadan fasting month,showers being erected everywhere for people to cool themselves.

This is same idea as by you. When it is very hot the city opens (or maybe the boys did) allows the fire hydrants to be opened.

Because of water scarcity this would never happen in Israel. Thanks for commenting
