Hi Les! Bird photography can be very impressive even when the subject does...nothing! In your case, a different angle of view (for example by placing a wide angle lens to the water surface) might boost your image dramatically. Action images (like flying or feeding) are always welcomed but are not obligatory for great bird photography. I have rated your image with a "5" because of nice light and sharpness!
