The exposure at the bottom is fine; the top needs a bit more light, IMO.  I use photoshop.  For this image, I'd make a duplicate layer, brighten one layer using curves so that the upper part had the light I wanted, combine the curves layer with the layer that had just been brightened, add a mask to that layer, and then use the gradient tool to combine the upper part of the light layer with the lower part of the original layer.  You can do a lot of experimentation to get the brightness and blending just how you like it.
