Is happen some time,I had this situation closer to my home once few years ago and was a disaster,even now can be seen the havoc.But I see from this photo a phenomenon that lot of pines forest in my area have,a big portion of the tree is dry and looks so like here and this is caused by an insect : pine bug.They are  green just a bit on the top and year by year come to be completely dried.I like how the brown lower part looks in contrast with the green.

Thank you for viewing and for your observation.This whole area has been touched by a parasite worm called "Tordeuse d'épinette" which has devastated the evergreen forest.In this case, the base of these trees is in a wet/soaked marsh where the fresh water line is in contact with the shore/salt water and,this is at the lighhouse location,an area exposed to high winds coming from the open sea.The brownish bush at the base has that flower on which you commented recently.
