In my opinion (since I didn't come close to touch it) it is two washes of diluted white paint (as a "primer") and after this boat is finally painted.

Process is like this : old paint is burned down and boat is grinded. After that, all spaces between the hull boards are caulked with helm and a putty is applied then grinded again and aforementioned two washes of white paint are applied before final painting. Plastification of wooden boats is not so popular in this part of a country (Betina, Croatia) since there is a still a lot of craftsmen and a plastification of the boats is nothing less than blasphemy.
