I'm not sure I would agree that he's posing.  Rather, many law enforcement personnel do not like to be photographed while working.  He could be giving you the "stink eye" as we call it in Hawaii.

Hello Rudd;  Takes three officers for a parking ticket; ha ha. That photo reminds me of the  time years ago when I was in Beverwijk, NL.   I was caught speeding by a police camera.   I didn't realize I was caught until I returned home to the US and got the speeding ticket in the mail.  Always enjoy your human interest photos.  Regards, John
