There are different ways to look at this photograph.

 

If it's viewed in a basic Photography 101 way:  While colorfully interesting, it is very busy, all the faces in the crowd competing with the skyline.  The horizon has been split down the middle rather than in a balance of thirds.  Also looks like saturation and local contrast has been pushed ala HDR.

 

Another way of viewing this image:  The "busyness" of the crowd is contrasted against the "busyness" of the skyline.  There is a parallel here between the large, colorful, and varied crowd, and the large and varied skyline.  It tells, in a nutshell, the story of this packed Asian city.  The photograph is also balanced (almost bounded by, as the residents are bounded by their seabound city) by the two vertical lamp poles.  

The image drew me in from the thumbnail, and it does have an overall visual impact allowing the eye to wander among the faces and the unique architecture.
