She was not waiting for  a train. I thought maybe just brought the kids down to watch the trains pass by. Now I'm thinking maybe they are waiting for Daddy's train. ?? Like I used to wait under the Apple tree by the driveway for my Daddy to come home. I was 3 then -maybe about this little girl's age.
