"The storm is already here".  I agree of it. The image is powerful even without the  person standing on the wall. As I interpret the image, the storm, most part of it,  is well controlled  by the fence, yet.

actually this part of the defense is not enough sometimes. During let's say medium waves, water splashes above this wall (from the right part of the photo) to where I was.

A few meters to the left of the photo, the wall is double in height. Even that one does not protect from the splashes, but it should protect the building from a big wave.
