Black (Pariah) Kite ssp. govinda (2nd year)

Photographed at the Monkey Temple in Kathmandu; this is not a first year bird nor is it in full adult plumage...has grey to greenish feet BUT yellow cere...typical transition plumage. Cere turns yellow first followed by the feet (turning yellow) - discovered this in 2013...this photo from 2011.
