Piskat Zeev is a community in Jerusalem with a population of 50,000 -

predominately Jewish - but over the"greenline" and therefore considered

by the UN and EU to be a "Settlement". Half million Israelis live beyond

the "greenline" in communities such as this -some of which are larger.

Whether 50000 or 5 million, settlement is always going to remain a settlement even if you want to call it a Jewish state.

I don't know. It's kind of hard to call Israel or even Tel Aviv a "settelment".
