I always find it interesting where municipalities find areas to make cuts.  How much do you think was saved in using half the fasteners to mount those signs?  Is it cheaper than replacing the whole item when they fall off or tilt for one reason or an other?  Why spend the money getting the double bored mounts, perhaps there are singles at  even less cost?  Just  some rambling thoughts and comments.

Dave, perhaps they are trying to spend as much money as possible so that next year's budget line will not be cut. . . .

Oops!  Sorry I misread you, Dave.  Yep, it will fail, and it will fail when there is no budget line left to replace it, and then we will have yet another vertical piece of galvanized pipe stuck in the ground.
