I also compliment you on a nicely composed image.  Isn't it amazing how the weather changes constantly in the mountains.  I assume these are the Himalayas.  They are quite dramatic.  Without diminishing the importance of the flags, I think they cause the image to be too cluttered looking.  I am not sure what the focal point is or what the message is you are trying to convey.  Could you have taken this image keeping the temple, lake and mountains without the flags?  Perhaps then the flags with the mountain background becomes another image with a different message.  Maybe changing the angle of your shot by moving over closer to the temple would do it?  I am sensitive to the likelihood that the flags have significant religious or cultural meaning, but am looking at the image strictly from an artistic viewpoint.
