When I saw this, I said out loud and to myself, "what the hell".  I then stared at it for about 10 seconds trying to figure it out.  I came to the conclusion there was no way I would on my own and I was wasting my time, so I scrolled down to see what your explanation was.  I must say, Kevin, you didn't help me much.:)

it was a street act at Edinburge festival

Whatever the meaning (which is beyond me), there is a technical problem with overexposure.  Look carefully at the light white areas and notice how the texture has vanished.

Ha, ha. A human riddle this is. I have been to the Edingburg festival several times, but I missed this out...

Kevin, it certainly is a great action shot. I assume the woman with the funny face eventually hit the ground. I'm not sure what the stick is they are fighting over, though my first thought was a toilet plunger stuck to the woman in the wheelchair.
