It depends on your intent.  If you are simply invoking 'artistic license', and this was your pre-visualized result then you have accomplished your goal.  Otherwise, to me, it looks like a failed focusing issue.  I like the placement of the kite in the frame and the contrasting red & blue colours but I've spent a lot of money to purchase equipment which allows for sharp photos so anything less for me is a miss.  As I said, it depends on your intent.  Best, LM.

You are of course right about intent and pre-visualization, especially for works of artists. For me, the mortal, things may not be that simple, however.

It was a beautiful day, late morning, high altitude, away from big cities...

I guess my intent was to record the sky with some thin clouds, a happy kite and the marks of a passing jet plane. I was not particularly interested in capturing all very crisply; although this amount of blur was not intended either. I took two shots using the screen of my little camera (and this proved rather difficult to do under bright light, with glasses, against time!). In one of them I was able able to record everything I wanted (pre-visualized) fairly sharply. Unfortunately, they were not at places where I wanted them to be! At night, on my computer screen, I have noted (while deleting stuff) that the other one was, somehow, better. Better in describing how I felt, then. It lacked the jet marks and was, as you said, blurry.

Essentially, I am not really sure what my intent was. If I were really an artist, and a good one, I should have pre-visualized this one. It simply makes me feel good!

I add the other one, which failed to satisfy me this time.
