The mood in this photo is very nice (a nice walk along the beach, late in the afternoon).  Compositionally, you should have either waited for the boat and line (attached, I presume, to a para-sailer?) to leave the scene, or have backed up in order to get them in the frame.  Having only half of the boat and not seeing what the line is attached to gives the photo an incomplete and unsettled feeling.  What might also help is to accentuate the light in the sky and water and throw the figures into a stronger silhouette.  You may not have enough data available in the image to make that work, but it is something I would try were this my photo.  Best of luck.
