Right title, right image!

I like your effect of looking through streaked glass.  Here is something to try  to see how you like it. You have already made one stripe of the matt match the swim suit color.  Try making the two black parts also colors from the picture.  For instance make the thin black stripe one of the skin tones and the large black the blue of the water.  If you like the affect you will see that black distorts the image colors, especially when a large surface is involved.

The effect applied makes an art work of a simple snapshot! I don't see the need of the lemon yellow large stroke though!

Very creative and well executed. It looks like it is through wet glass or even under water. I think you used the frame color to match the bathing suit but it is a little distracting. The image stands well enough on it's own just as it is.
