The flag looks typical for many govt. buildings or buildings in US cities.  The post processing gives me an erie sensation when I looked at the photo.  The very bright blown out structure against this green/yellow give me the impression of a huge flash of light, a bomb, and polluted skies. 

America, the champion of false freedom. The purveyor of endless propaganda regarding prosperity under capitalistic, boldly espousing the virtues of freedom while hiding behind a solid wall of economic and military might. Ever vigilante, listening, watching and waiting for the opportunity to export this freedom whether by economic or military means.

That is of course only a thin slice of a much larger picture however these are the thoughts which come to mind when viewing your photo. Very effective use of post processing to overlay a strongly emotive sensibility to an otherwise commonplace sight. Your use of high key for the building is inspired and bring up the the tension to another level.
