Strange... as in 'The Twilight Zone' strange.  But rather hard to miss, while strolling by, due to the striking colors.

It's a bomb or a homeless person is storing some stuff (perhaps their inflatable bed) or it's an inflatable life raft in case it floods left by the tenants who live above, or an inflatable chair stored by the person whose going to come back latter and blow it up and watch the passing parade.
