She is a pretty girl. You have focused well on her right eye. Her make-up looks very good. The eyeliner under her eyes frame her eyes nicely and helps to make them stand out. The lighting is very good. She has a very pleasant expression.

Her eyes would stand out better and have more life if they had catch lights in them. I would remove the hairs in front of her left eye.

Her skin tone isn't bad, but it would look better if it was a little warmer. There is a slight blue cast to her skin and hair.

It looks like you are pointing the camera slightly up to shoot her. It would look better at eye level. You don't want to be looking up her nose.

You have cropped quite a way into her hair. This implies a very tight crop on the bottom. With this bottom crop you will want her to have some space above her head. You do not want to have that chunk of her arm showing at the bottom. It will draw attention away from her face.

You have a vertical subject in a horizontal format. There is nothing next to her that tells anything about your subject. It is just wasted space. You should turn your camera and shoot her vertically. Your subject should have more room in front of her than behind. This allows her to be facing into the picture, not out of it. You want to compositionally balance the left and right sides of the photograph. The compositional "rule" for this suggests that you position the tip of the subject's nose in the vertical center of the photograph. 

For some reason your have much of your subject out of focus (or at least, hazy). This might work for a dreamy or romantic mood. I don't see a reason for its use here.
