It was a yellow chicken outfit and think he was a walking advertisement for a chicken wings restaurant here in Milwaukee. 

I have never been to Milwaukee but I have seen this kind before. Unfortunately they are very camera shy & flee @ the sight of a camera. Congratulations on succeeding where others have failed.
