Corbin, a local businessman, constructed a wooden aqueduct from the Spokane River at Post Falls to the apple orchards in the Spokane Valley and named it the "Corbin Ditch." Portions of the wooden aqueduct are still visible today." This is the top part of a irrigation gate that was part of the Corbin ditch. Link to comment

That is the environment that you found this unusual apparatus in.
